Abstract

Digital governance and e-government initiatives are transforming public administration in Germany, enabling improved citizen engagement, transparency, and service delivery. This study examines the effectiveness of digital government services in enhancing civic participation and administrative efficiency. Data were collected from government reports, citizen surveys (n=1,000), and interviews with municipal officials across Berlin, Hamburg, and Munich. Results indicate that while digital platforms improve access to services and foster participation, challenges such as digital literacy, cybersecurity concerns, and bureaucratic adaptation persist. The study provides policy recommendations to strengthen e-governance and citizen-centric services.
